A Reference Tool for Evaluating the Implementation of Ljubljana Guidelines-based Policy
In 2012, the OSCE High Commissioner on National Minorities issued the so-called Ljubljana Guidelines: recommendations for member states to foster integration in increasingly diverse societies.
A few years later, in December 2019, the High Commissioner commissioned a study to strengthen these recommendations and assist member states in their implementation. Therefore on behalf of the OSCE researchers from Eurac Research’s Institutes for Minority Rights and Comparative Federalism together with colleagues from the University of Heidelberg and Åland Islands Peace Institute developed a document mainly addressed to member state officials, but also of interest to experts from academia and the third sector. The researchers selected and evaluated indices on integration and diversity produced by various actors – international organisations, universities, states, municipalities and the civil society.
